BY LAWS OF ANTIOCH HIGH SCHOOL PARENT-TEACHER-STUDENT ORGANIZATION

ARTICLE I - NAME

The name of this organization shall be the Antioch High School Parent-Teacher-Student Organization.

ARTICLE II - OBJECTIVES

The objectives of this organization are:

(a) To promote a closer relationship between parents,

teachers, students and the school in a cooperative effort to maintain the highest standards of education; and

(b) To encourage the participation of the community in the support of better education.

ARTICLE III - BASIC POLICIES

(a) The organization shall be noncommercial, nonsectarian, and nonpartisan.

(b) The name of the organization or the names of any members in their official capacities shall not be used in any connection with a commercial concern or with any partisan interest or for any purpose not appropriately related to promotion of the objectives of the organization.

(c) The organization shall not--directly or indirectly--participate or intervene (in any way, including the publishing or distribution of statements), in any political campaign on behalf of, or in opposition to, any candidate for public office; or devote more than an insubstantial part of its activities in attempting to influence by propaganda or otherwise.

(d) The organization shall work with the schools to provide quality education for all students, and shall seek to participate in the decision-making process, establishing school policy, recognizing that the legal responsibility to make decisions has been delegated by the people to the board of education.

(e) The organization may cooperate with other organizations and agencies concerned with student welfare, but such cooperative matters shall make no commitrfTe'hts that bind the organization.

(f) In the event of the dissolution of the organization, its assets shall be distributed for one' or more of the exempt purposes specified in Section 501(c) (3) of the Internal Revenue Code of 1954 as from time to time amended.

 

ARTICLE IV - ARTICLES OF ORGANIZATION

The organization exists as an unincorporated organization of its members.  Its "articles of organization" comprise these bylaws, as from time to time amended.

ARTICLE V - MEMBERSHIP DUES

Section 1.  Membership in this PTSO shall be made available to any individual who subscribes to the objectives and basic policies of this PTSO without regard to race, creed, national origin, under such rules and regulations not in conflict with the provisions of these bylaws.

Section 2.  Only members of the PTSO shall be eligible to participate in the business meetings, or to serve in any of its elective or appointive positions.

Section 3.  The organization shall conduct an annual enrollment of members, but persons may be admitted to membership at any time.

Section 4.  Annual dues shall be established by the executive board.

ARTICLE VI - OFFICERS AND THEIR ELECTION

Section 1.

(a) The officers of this PTSO shall be a president, vice president, recording/corresponding secretary, treasurer and parliamentarian/historian.

(b) Officers shall be elected annually by the members at the last meeting of the school year.  The vote shall be cast by show of hands.  If there is but one nominee for any office, it shall be in order to move that the secretary cast the elective ballot of the organization for the nominee.

(c) Officers shall assume their official duties at the close of the meeting at which elected.

(d) No officer shall be eligible to serve in the same office for more than two (2) consecutive terms.

Section 2.

(a) Nominations for officers shall be made by a nominating committee composed of five (5) members: one teacher (not on the board), one executive board member, and three members of the organization, elected by the organization.

(b) The nominating committee shall report at the election meeting the name of one candidate for each office to be filled.  Additional nominations may be made from the floor and voting shall be limited to the nominees.

(c) The consent of all candidates must be obtained before the name is placed in nomination.

Section 3 .

(a) A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the remaining members of the executive board, notice of such election having been given.  In case a vacancy occurs in the office of the president, the vice president shall serve the unexpired term without the need of his/her election to the position.

(b) More than six (6) months shall be considered a full term.

(c) Any member whose dues are paid is eligible to hold office under the provisions stated in the bylaws.

ARTICLE VII - DUTIES OF OFFICERS

Section 1.  The president shall preside at all meetings of the organization and of the executive board; shall perform such other duties as may be prescribed in these bylaws or assigned to him by the organization or by the executive board; and shall coordinate the work of the officers and committees, in order that the objectives may be promoted.

Section 2. The vice president shall act as aide to the ^president and shall in his/her designated order, perform the duties of the president in the absence or inability of that officer to serve.

Section 3 .  The recording/corresponding secretary shall record the minutes of all meetings of the organization and of the executive board and shall perform such other duties as may be delegated to him/her and shall conduct such necessary correspondence of this organization and the executive board as they may direct.  He/she shall send out all necessary notices of meetings.

Section 4.  The treasurer shall receive all monies of the organization; shall keep accurate record of receipts and expenditures; and shall pay out local funds in accordance with the approved budget as authorized by the organization.  The treasurer shall present a financial statement at every meeting  of the organization and at other times when requested by the executive board and shall make a full report at the annual meeting.  The treasurer's books shall be examined annually.

•|ksection\5.  The parliamentarian/historian shall serve as chairman of the bylaws and procedure committee, and shall collect and preserve all documents relating to the history of the organization.

ARTICLE VIII - MEETING AMD BEPRESENTKETOir

Section 1.  There will be three (3) meetings of this organization each school year.  These meetings will be held on the forth Tuesday of September, February and May.  Special meetings may be called by the president or by the executive board, five days notice having been given.  The May meeting shall be the annual meeting at which time annual reports shall be received and officers shall be elected and installed.

Section 2 . .Ten (10) members shall constitute a quorum for the transaction of business in any meeting of the organization.

ARTICLE IX - EXECUTIVE BOARD

Section I.  The executive board shall consist of the elected officers of the organization, the principal of the school, one

teachtrrepresentative, and one student representative from each -grade level, to be elected by students of each respective grade -level.  The members of the executive board shall serve until their successors are elected.

Section 2.  The duties of the executive board shall be:

(a) To transact necessary business in the intervals between
organization meetings and such other business as may be
referred to it b« the organization;                 -

(b) To create standing committees;

( c )   To approve the plans of work of the standing committees ;

(d) To present a report at the regular meetings of the

. organization;

(e) To prepare and submit to the organization for approval a
   
budget for the fiscal year; and

(f) To approve routine bills within the limits of the budget:.

Section 3.  Regular meetings of the executive board shall be held a minimum of three (3) times during the school year.  A majority shall constitute a quorum.  Special meetings of the executive board may be called by the president or by a majority of the members of the board.

ARTICLE X - STANDING AND SPECIAL COMMITTEES

Section 1.  Such standing committees shall be created by the executive board as deemed necessary to promote the objectives and carry on the work of the organization and the principal of the school or his representative.  Standing committees terms shall be one (1) year.

Section 2.  The president shall appoint special committees.  Since a special committee is created and appointed for a special purpose, it automatically goes out of existence when its work is done and its final report is received.

Section 3.  The president shall be an ex officio member of all committees except a nominating committee.

ARTICLE XI - PARLIAMENTARY AUTHORITY

Robert's Rules of Order Newly Revised shall govern this Organization in all cases to which they are applicable and in which they are not in consistent with these bylaws.

ARTICLE XII - AMENDMENTS

These bylaws may be amended at any regular meeting of the . organization by a two-thirds vote of the members present and voting, provided notice of the proposed amendment shall have been given at the previous meeting.  A committee may be appointed to submit a revised set of bylaws as a substitute for these bylaws only by a majority vote at a meeting of the organization, or by a two-thirds vote of the executive board.
